I am not sure that The National Archives has ALL census mortality schedules for ALL states. For instance, I was told recently that the National Archives does not have the New York Mortality Census Schedules. I inquired at the NY State Library at Albany and was told,

"The New York State Library has New York's Mortality Census Schedule from 1850 to 1880. It is available for onsite research." These microfilmed Special Schedules are also available by interlibrary loan from NYSL.

The National Archives has SOME state's mortality schedules, but it is best to check each state individually to be sure.
